The project has been funded under a Department of Environmental Quality 319 grant. Funds for the design and construction of a fish barrier has been obtained through U.S.F.&W.S. Partners for Wildlife Grant. This request for proposal (RFP) consists of implementing both projects. The project manager will be responsible for managing all aspects of the projects including final design, construction, construction oversight and monitoring. The RFP, including a description of the services to be provided by respondents, the documents to define the scope of work, the minimum content of responses and the factors to be used to evaluate the response can be obtained on the Lincoln Conservation District website at www.lincolncd.org. PUBLIC NOTICE NO. MT-17-25 December 4, 2017 PURPOSE OF PUBLIC NOTICE The purpose of this notice is to state the Department's intention to issue a wastewater discharge permit to the facility listed in this notice. This permit is issued by the Department under the authority of 75-5-402, Montana Code Annotated (MCA); the Administrative Rules of Montana (ARM) 17.30.1301 et seq., Montana Pollutant Discharge Elimination System (MPDES); and Sections 402 and 303 of the Federal Clean Water Act. The Water Protection Bureau has prepared a draft permit for the facility listed below. Copies of the draft permit, fact sheet, and environmental assessment are available upon request from the Water Protection Bureau or on the Department's website www.deq.mt.gov APPLICANT NAME: Lincoln County Port Authority PO Box 1071 Libby, MT 59923 FACILITY NAME: Lincoln County Port Authority Wastewater Treatment Facility FACILITY LOCATION: 4823'21" N latitude, 11532'29" W longitude Lincoln County RECEIVING WATER: Ephemeral drainage to an unnamed tributary to the Kootenai River PERMIT NUMBER MT0000221 This permit is a reissuance of a Montana Pollutant Discharge Elimination System (MPDES) permit for discharge of treated wastewater to an ephemeral drainage to an unnamed tributary to the Kootenai River. Lincoln County Port Authority (LCPA) operates a two-cell aerated/facultative lagoon system, without effluent disinfection, and a design flow of 0.083 million gallons per day (mgd). The domestic wastewater collection and treatment system serves employees and contractors that occupy the LCPA site. The LCPA wastewater treatment facility has not discharged since 2004. The proposed permit will maintain existing national secondary treatment standards for five-day biochemical oxygen demand (BOD5), total suspended solids (TSS) and pH, and existing limits on oil and grease and E. coli bacteria. Total residual chlorine limits apply if chlorination is used for effluent disinfection. This permit also covers a groundwater dewatering pump discharge, which is monitored. The proposed permit requires periodic self-monitoring of discharge quality and quantity, with monthly reporting of results. This permit and Fact Sheet will be submitted to the EPA for approval. PUBLIC COMMENT Public comments are invited ANYTIME PRIOR TO CLOSE OF BUSINESS January 4, 2018. Comments may be directed to the DEQ Water Quality Division, Water Protection Bureau, PO Box 200901, Helena, MT 59620. All comments received or postmarked PRIOR TO CLOSE OF BUSINESS January 4, 2018 will be considered in the formulation of final determinations to be imposed on the permits. During the public comment period provided by the notice, the Department will accept requests for a public hearing. A request for a public hearing must be in writing and must state the nature of the issue proposed to be raised in the hearing (ARM 17.30.1373). The Department will respond to all substantive comments and issue a final decision within sixty days of this notice or as soon as possible thereafter.
